Dog walkers warning: Councils issue £100 on the spot fine as new rules come into force - Express

Dog walkers are urged to take care when they are going out with their pets. Councils are allowed to impose fines on dog walkers who do not clean up after their furry friends. This is usually capped at £80, however a policy change means some owners could pay as much as £100.

In England and Wales, local authorities are able to introduce public space protection orders that make it an offence not to clean up after dogs.

If caught out, a dog walker can face an instant fine of up to £80 in areas which are signed up.

Many councils will offer a reduction in the fine if owners choose to pay this within a set time period.

However, Blaby District Council has approved changes that will leave pet owners out of pocket no matter when they pay.

Changes have been made at the council which dog walkers should make themselves aware of. 

According to new plans, a flat fine of £100 could be given to dog walkers if they are not carrying bags with them.

The owners will need to dish out the hefty fee before their dog fouls if they can’t prove they have poo bags.

Those who do not have a lead, or the appropriate lead, will also face the penalty.

This will affect those who do not use a lead or use a lead longer than two metres in designated areas.

The changes mean the new amount for fixed penalty notices will be set at £100 and there will be no discount given for early payment.

However, this change was introduced as a result of public feedback and the policy was put to the public in a consultation.

A report about the change said: “To remove the reduced fine amount which is currently available for payments received in 10 days of notice issue.

“This would leave one fine for all fixed penalty notices issued for dog offences paid within 14 days.

John Richardson, strategic director at Blaby District Council, said: “We are pleased to continue supporting our residents with the renewal of the order for another three years.

“This Public Space Protection Order is important to ensure that we can take action against irresponsible dog owners.

“Dog fouling is always near the top of any list of community issues, and the order gives us powers to issue fines for people failing to or not being equipped to remove dog fouling, allowing dogs into restricted areas or failing to keep their dogs under proper controls.”
